ଇଶ୍ରାୟେଲର ଲୋକମାନଙ୍କ ନିମନ୍ତେ, ବିଦେଶ ରେ ଜନ୍ମିତ ବାସିନ୍ଦା ନିମନ୍ତେ ଓ ବିଦେଶୀ ସ୍ଥାଯୀବାସିନ୍ଦାମାନଙ୍କ ନିମନ୍ତେ ସହେି ଛଅ ନଗର ଆଶ୍ରଯସ୍ଥାନ ହବେ; ତହିଁରେ ଯେ ପ୍ରେତ୍ୟକକ ଜନ ଭ୍ରାନ୍ତି ରେ କୌଣସି ମନୁଷ୍ଯକୁ ବଧ କରେ, ସେ ସହେି ସ୍ଥାନକୁ ପଲାଇ ୟାଇପାରିବ।
