Numbers 35:19
ਮਰੇ ਹੋਏ ਬੰਦੇ ਦਾ ਕੋਈ ਜੀਅ ਉਸ ਕਾਤਲ ਦਾ ਪਿੱਛਾ ਕਰ ਸੱਕਦਾ ਹੈ ਅਤੇ ਉਸ ਨੂੰ ਮਾਰ ਸੱਕਦਾ ਹੈ।

ਪਰ ਜੇ ਸ਼ਹਿਰ ਬਹੁਤ ਦੂਰ ਹੋਵੇਗਾ ਤਾਂ ਉਹ ਉੱਥੇ ਤੇਜ਼ੀ ਨਾਲ ਭੱਜਕੇ ਨਹੀ ਜਾ ਸੱਕੇਗਾ। ਹੋ ਸੱਕਦਾ ਹੈ ਕਿ ਉਸ ਕੋਲੋਂ ਮਾਰੇ ਗਏ ਬੰਦੇ ਦਾ ਕੋਈ ਨਜ਼ਦੀਕੀ ਰਿਸ਼ਤੇਦਾਰ ਉਸ ਦੇ ਪਿੱਛੇ ਭੱਜਕੇ ਉਸ ਨੂੰ ਸ਼ਹਿਰ ਪਹੁੰਚਣ ਤੋਂ ਪਹਿਲਾਂ ਹੀ ਫ਼ੜ ਲਵੇ। ਸ਼ਾਇਦ ਉਹ ਨਜ਼ਦੀਕੀ ਰਿਸ਼ਤੇਦਾਰ ਬਹੁਤ ਗੁੱਸੇ ਵਿੱਚ ਹੋਵੇ ਤੇ ਉਸ ਬੰਦੇ ਨੂੰ ਮਾਰ ਦੇਵੇ। ਪਰ ਉਹ ਬੰਦਾ ਮੌਤ ਦਾ ਅਧਿਕਾਰੀ ਨਹੀਂ ਸੀ। ਉਸ ਕੋਲੋਂ ਜਿਹੜਾ ਬੰਦਾ ਮਰਿਆ ਸੀ ਉਹ ਉਸ ਨੂੰ ਨਫ਼ਰਤ ਨਹੀਂ ਕਰਦਾ ਸੀ।
Deuteronomy 19:12
ਜੇ ਅਜਿਹੀ ਗੱਲ ਵਾਪਰੇ, ਤਾਂ ਉਸ ਬੰਦੇ ਦੇ ਜੱਦੀ ਕਸਬੇ ਦੇ ਬਜ਼ੁਰਗਾਂ ਨੂੰ ਕੋਈ ਬੰਦਾ ਭੇਜਕੇ ਉਸ ਨੂੰ ਸੁਰੱਖਿਆ ਦੇ ਸ਼ਹਿਰ ਵਿੱਚੋਂ ਵਾਪਸ ਲਿਆਉਣਾ ਚਾਹੀਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਆਗੂਆਂ ਨੂੰ ਉਹ ਬੰਦਾ ਕਿਸੇ ਨਜ਼ਦੀਕੀ ਰਿਸ਼ਤੇਦਾਰ ਦੇ ਹਵਾਲੇ ਕਰ ਦੇਣਾ ਚਾਹੀਦਾ ਹੈ। ਕਾਤਲ ਨੂੰ ਅਵੱਸ਼ ਮਰਨਾ ਚਾਹੀਦਾ ਹੈ।
Joshua 20:3
ਜੇ ਕੋਈ ਬੰਦਾ ਕਿਸੇ ਦੂਸਰੇ ਬੰਦੇ ਨੂੰ ਮਾਰ ਦਿੰਦਾ ਹੈ, ਪਰ ਇਹ ਇੱਕ ਦੁਰਘਟਨਾ ਹੀ ਹੈ, ਅਤੇ ਉਸ ਨੇ ਉਸ ਬੰਦੇ ਨੂੰ ਮਾਰਨਾ ਨਹੀਂ ਸੀ ਚਾਹਿਆ, ਤਾਂ ਉਹ ਉਨ੍ਹਾਂ ਰਿਸ਼ਤੇਦਾਰਾਂ ਤੋਂ ਛੁਪਣ ਲਈ, ਸੁਰੱਖਿਅਤ ਸ਼ਹਿਰ ਵਿੱਚ ਜਾ ਸੱਕਦਾ ਹੈ, ਜਿਹੜੇ ਉਸ ਨੂੰ ਮਾਰਨਾ ਚਾਹੁੰਦੇ ਸਨ।

ਪਰ ਜੇਕਰ ਬਦਲੇ ਦੀ ਝਾਕ ਰੱਖਣ ਵਾਲਾ ਆਦਮੀ ਸ਼ਹਿਰ ਅੰਦਰ ਉਸਦਾ ਪਿੱਛਾ ਕਰਦਾ ਹੈ, ਤਾਂ ਉਸ ਸ਼ਹਿਰ ਦੇ ਆਗੂਆਂ ਨੂੰ, ਉਸ ਨੂੰ ਉਸ ਵਿਅਕਤੀ ਦੇ ਹਵਾਲੇ ਨਹੀਂ ਕਰਨਾ ਚਾਹੀਦਾ, ਕਿਉਂਕਿ ਉਸ ਨੇ ਦੁਰਘਟਨਾ ਵਸ਼ ਅਤੇ ਬਿਨਾ ਕਿਸੇ ਬੁਰੇ ਮੰਤਵ ਤੋਂ ਕਿਸੇ ਨੂੰ ਮਾਰਿਆ ਹੈ।
Numbers 35:12
ਉਹ ਬੰਦਾ ਮ੍ਰਿਤ ਬੰਦੇ ਦੇ ਪਰਿਵਾਰ ਦੇ ਕਿਸੇ ਵੀ ਅਜਿਹੇ ਬੰਦੇ ਤੋਂ ਸੁਰੱਖਿਅਤ ਰਹੇਗਾ ਜਿਹੜਾ ਬਦਲਾ ਲੈਣਾ ਚਾਹੁੰਦਾ ਹੋਵੇ। ਉਹ ਬੰਦਾ ਓਨਾ ਚਿਰ ਸੁਰੱਖਿਅਤ ਰਹੇਗਾ ਜਿੰਨਾ ਚਿਰ ਤੱਕ ਕਿ ਉਸ ਬਾਰੇ ਕਚਿਹਰੀ ਵਿੱਚ ਨਿਆਂ ਨਹੀਂ ਹੁੰਦਾ।
Numbers 35:24
ਜੇ ਅਜਿਹਾ ਹੋਵੇ, ਭਾਈਚਾਰੇ ਨੂੰ ਇੱਕ ਨਿਸ਼ਚਾ ਕਰਨਾ ਚਾਹੀਦਾ ਹੈ ਕਿ, ਕੀ ਕੀਤਾ ਜਾਵੇ। ਭਾਈਚਾਰੇ ਦੀ ਪੰਚਾਇਤ ਨੂੰ ਨਿਆਂ ਕਰਨਾ ਚਾਹੀਦਾ ਹੈ ਕਿ, ਕੀ ਮਰੇ ਹੋਏ ਬੰਦਾ ਦਾ ਕੋਈ ਸੰਬੰਧੀ ਉਸ ਕਾਤਿਲ ਨੂੰ ਮਾਰ ਸੱਕਦਾ ਹੈ।
