ଆଉ ଯବେେ ତୁମ୍ଭମାନଙ୍କେ ମଧିଅରେ ପ୍ରବାସକାରୀ କୌଣସି ବିଦେଶୀଯ ସଦାପ୍ରଭୁଙ୍କ ଉବ୍ଦେଶ୍ଯ ରେ ନିସ୍ତାର ପର୍ବ ପାଳନ କରିବାକୁ ଇଚ୍ଛା କରେ, ତବେେ ସେ ନିସ୍ତାର ପର୍ବର ବିଧି ଅନୁସାରେ ଓ ତହିଁର ଶାସନ ଅନୁସାରେ ତାହା ପାଳନ କରିବ; ସ୍ବଦେଶୀ ହେଉ କି ବିଦେଶୀ ହେଉ, ଉଭୟଙ୍କ ପାଇଁ ବିଧି ସମାନ ହବେ।
