ஜனத்தின் அதிகாரிகள் எருசலேமிலே குடியிருந்தார்கள்; மற்ற ஜனங்கள், தங்களுக்குள்ளே பத்துப்பேரில் ஒருவனை எருசலேமென்னும் பரிசுத்த நகரத்திலும் ஒன்பதுபேரை மற்றப் பட்டணங்களிலும் குடியிருக்கப்பண்ணி, சீட்டுகளைப் போட்டார்கள்.

இஸ்ரவேல் ஜனங்களின் தலைவர்கள் இப்பொழுது எருசலேம் நகரத்திற்குள் நுழைந்தனர். இஸ்ரவேலின் மற்ற ஜனங்கள் இனி நகரத்திற்குள் யார் நுழையவேண்டும் என்று முடிவெடுத்தனர். எனவே அவர்கள் சீட்டு குலுக்கிப்போட்டனர். தங்களுக்குள் பத்து பேரில் ஒருவனைப் பரிசுத்த நகரமான எருசலேமில் வாழவைத்தனர். மற்ற ஒன்பது பேர் அவர்களது சொந்தப் பட்டணங்களில் வாழ முடிந்தது.
