யூதனாகிய மொர்தெகாயும், ராஜாத்தியாகிய எஸ்தரும் யூதருக்கு உறுதிப்பாடுபண்ணினதும், அவர்கள்தானே உபவாசத்தோடும் அலறுதலோடும் ஆசரிப்போம் என்று தங்கள்மேலும் தங்கள் சந்ததியார்மேலும் கடனாக நியமித்துக்கொண்டதுமான, பூரீம் என்னப்பட்ட இந்த நாட்கள் அவைகளின் சரியான காலங்களில் ஆசரிக்கப்படும் காரியத்தை உறுதியாக்க,

சீவான் மாதம் என்னும் மூன்றாம் மாதம் இருபத்துமூன்றாந்தேதியாகிய அக்காலத்திலேதானே ராஜாவின் சம்பிரதிகள் அழைக்கப்பட்டார்கள்; மொர்தெகாய் கற்பித்தபடியெல்லாம் யூதருக்கும் இந்துதேசம்முதல் எத்தியோப்பியா தேசமட்டுமுள்ள நூற்றிருபத்தேழு நாடுகளின் தேசாதிபதிகளுக்கும், அதிபதிகளுக்கும், அதிகாரிகளுக்கும், அந்தந்த நாட்டில் வழங்கும் அட்சரத்திலும், அந்தந்த ஜாதியார் பேசும் பாஷையிலும், யூதருக்கும் அவர்கள் அட்சரத்திலும் அவர்கள் பாஷையிலும் எழுதப்பட்டது.
