ਸੂਬਿਆਂ ਦੇ ਆਗੂ ਜੋ ਯਰੂਸ਼ਲਮ ਵਿੱਚ ਆਕੇ ਰਹੇ (ਇਸਰਾਏਲੀ, ਜਾਜਕ, ਲੇਵੀ, ਮੰਦਰ ਦੇ ਸੇਵਕ ਅਤੇ ਸੁਲੇਮਾਨ ਦੇ ਸੇਵਕਾਂ ਦੇ ਉੱਤਰਾਧਿਕਾਰੀ ਯਹੂਦਾਹ ਦੇ ਨਗਰਾਂ ਵਿੱਚ ਰਹਿ ਰਹੇ। ਹਰ ਵਿਅਕਤੀ ਭਿੰਨ-ਭਿੰਨ ਨਗਰਾਂ ਵਿੱਚ ਆਪਣੀ ਖੁਦ ਦੀ ਜਾਇਦਾਦ ਤੇ ਰਿਹਾ।
