ਇਸਰਾਏਲ ਨੂੰ 12 ਹਿਸਿਆਂ ਵਿੱਚ ਵੰਡਿਆ ਹੋਇਆ ਸੀ, ਇਨ੍ਹਾਂ 12 ਹਿਸਿਆਂ ਨੂੰ ਜਿਲੇ ਦਾ ਨਾਂ ਦਿੱਤਾ ਗਿਆ ਸੀ। ਅਤੇ ਹਰ ਜਿਲੇ ਉੱਪਰ ਸ਼ਾਸਨ ਕਰਨ ਲਈ ਸੁਲੇਮਾਨ ਇੱਕ ਗਵਰਨਰ ਦੀ ਚੋਣ ਕਰਦਾ। ਇਨ੍ਹਾਂ ਨੂੰ ਇਹ ਹਿਦਾਇਤ ਸੀ ਕਿ ਇਹ ਪਾਤਸ਼ਾਹ ਅਤੇ ਉਸ ਦੇ ਘਰਾਣੇ ਲਈ ਰਸਤ ਲਿਆਉਣ। ਉਨ੍ਹਾਂ ਵਿੱਚੋਂ 12 ਦੇ 12 ਗਵਰਨਰ ਸਾਲ ਦੇ ਇੱਕ-ਇੱਕ ਮਹੀਨੇ ਉਸ ਨੂੰ ਰਸਤ ਪੁੱਜਦਾ ਕਰਦੇ ਸਨ।
