ମାଶାେ ସଦାପ୍ରଭୁଙ୍କ ନିଯମ ଏବଂ ଆଜ୍ଞା ସମାନଙ୍କେୁ ଜଣାଇଲେ। ଏହାପରେ ସମସ୍ତ ଲୋକ ଏକ ସ୍ବର ରେ କହିଲେ, ସଦାପ୍ରଭୁଙ୍କର ସମସ୍ତ ନିଯମଗୁଡିକ ଆମ୍ଭମାନେେ ପାଳନ କରିବୁ।

ତା' ହେଲେ ବ୍ଯବସ୍ଥାର ପ୍ରଯୋଜନ କ'ଣ? ଲୋକମାନଙ୍କ ଭୂଲ୍ କାମଗୁଡ଼ିକୁ ଦଖାଇବୋ ଲାଗି ବ୍ଯବସ୍ଥାକୁ ପ୍ରତିଜ୍ଞା ସହିତ ଯୋଗ କରାଯାଇଥିଲା। ଅବ୍ରହାମଙ୍କ ବିଶଷେ ସନ୍ତାନଙ୍କ ଆସିବା ପର୍ୟ୍ଯନ୍ତ ବ୍ଯବସ୍ଥା ଜାରି ରହିବାର ଥିଲା। ପରମେଶ୍ବରଙ୍କ ପ୍ରତିଶୃତି ଏହି ସନ୍ତାନଙ୍କ ସମ୍ବନ୍ଧ ରେ ଥିଲା। ବ୍ଯବସ୍ଥାଗୁଡ଼ିକ ସ୍ବର୍ଗଦୂତମାନଙ୍କ ଜରିଆ ରେ ଦିଆଯାଇଥିଲା। ସ୍ବର୍ଗଦୂତମାନେ ମାଶାଙ୍କେ ମଧ୍ଯସ୍ଥତା ରେ ମନୁଷ୍ଯମାନଙ୍କୁ ଦେଲେ।

ମାତ୍ର ତୁମ୍ଭେ ଏହି ସ୍ଥାନ ରେ ମାେ ନିକଟରେ ଠିଆ ହକ୍ସ୍ଟଅ। ମୁ ତୁମ୍ଭକୁ ଆଜ୍ଞା, ନିଯମ ଏବଂ ଶାସନସବୁ କହିବି, ମୁ ସମାନଙ୍କେୁ ସମାନଙ୍କେର ଅଧିକାର ଦବେି। ଯାହାକି ତୁମ୍ଭେ ସମାନଙ୍କେୁ ଶିକ୍ଷା ଦବୋ ଉଚିତ୍ ଏବଂ ସମାନେେ ସହେି ଦେଶ ରେ ତାହା ମାନିବା ଉଚିତ୍।'

ହିଁ ଦେଖ, ସଦାପ୍ରଭୁ ମାରେ ପରମେଶ୍ବର ମାେତେ ଯେପରି ଆଜ୍ଞା ଦେଲେ, ମୁ ସହେି ବ୍ଯବସ୍ଥାସବୁ ଶିକ୍ଷା ଦଲେି। ମୁ ତୁମ୍ଭମାନଙ୍କୁ ସହେିପରି ବ୍ଯବସ୍ଥା ଓ ବିଧି ଶିକ୍ଷା ଦଇେଅଛି, ଯେପରି ତୁମ୍ଭମାନେେ ଯେଉଁ ଦେଶ ଅଧିକାର କରିବାକୁ ଯାଉଅଛ, ସହେି ଦେଶ ରେ ତୁମ୍ଭମାନେେ ସମାନଙ୍କେ ଅନକ୍ସ୍ଟସା ରେ ବାସ କରିବ।
Deuteronomy 4:1
ବର୍ତ୍ତମାନ ହେ ଇଶ୍ରାୟେଲ ମୁ ଯେଉଁ ନିଯମ ଓ ଆଜ୍ଞା ପାଳନ କରିବା ପାଇଁ ତୁମ୍ଭମାନଙ୍କୁ ଶିକ୍ଷା ଦେଉଅଛି, ତହିଁରେ ମନୋଯୋଗ କର। ତାହା ପାଳନ କଲେ ତୁମ୍ଭମାନେେ ବଞ୍ଚିବ। ଆଉ ସଦାପ୍ରଭୁ ତୁମ୍ଭମାନଙ୍କ ପୂର୍ବପୁରୁଷଗଣର ପରମେଶ୍ବର ତୁମ୍ଭମାନଙ୍କୁ ଯେଉଁ ଦେଶ ଦବେେ, ତହିଁଯରେ ପ୍ରବେଶ କରି ତାହା ଅଧିକାର କରିବ।

ଏହାପରେ ପରମେଶ୍ବର ମାଶାଙ୍କେୁ କହିଲେ, ଏଗୁଡିକ ହେଉଛି ଅନ୍ଯାନ୍ଯ ବ୍ଯବସ୍ଥା ତୁମ୍ଭେ ଲୋକମାନଙ୍କୁ ଜଣାଇବ।
