ଏଣୁ ସେ ନଗର ଗୁଡିକର ବାସିନ୍ଦାମାନେ ଅଳ୍ପ ଶକ୍ତି ସମ୍ପନ୍ନ ହେଲେ। ସମାନେେ ହତାଶ ଓ ଉଦ୍ବିଗ୍ନ ହେଲେ। ସମାନେେ କ୍ଷତରେ ଶାକ ଓ ନବୀନ ତୃଣ, ଗୃହଛାତ ଉପରିସ୍ଥ ଘାସ ଏହା ବଢିବା ପୂର୍ବରୁ ଶୁଷ୍କ ହେଉଛି।
