ଇଶ୍ରାୟେଲର ପ୍ରାଚୀନଗଣ ଶାମୁୟେଲଙ୍କୁ କହିଲେ, ତୁମ୍ଭେ ବୃଦ୍ଧ ହାଇୟୋଇଛ ଏବଂ ତୁମ୍ଭର ପକ୍ସ୍ଟଅମାନେ ତକ୍ସ୍ଟମ୍ଭପରି ଜୀବନୟାପନ କରୁନାହାନ୍ତି। ତେଣୁ ଆପଣ ଆମ୍ଭମାନଙ୍କୁ ଗୋଟିଏ ଶାସକ ଦିଅନ୍ତକ୍ସ୍ଟ। ଆମ୍ଭମାନଙ୍କୁ ଶାସନ କଲାଭଳି ଯାହା ଅନ୍ୟ ଜାତିମାନଙ୍କର ଅଛି।

ଇଶ୍ରାୟେଲର ପ୍ରାଚୀନଗଣ ଶାମୁୟେଲଙ୍କୁ କହିଲେ, ତୁମ୍ଭେ ବୃଦ୍ଧ ହାଇୟୋଇଛ ଏବଂ ତୁମ୍ଭର ପକ୍ସ୍ଟଅମାନେ ତକ୍ସ୍ଟମ୍ଭପରି ଜୀବନୟାପନ କରୁନାହାନ୍ତି। ତେଣୁ ଆପଣ ଆମ୍ଭମାନଙ୍କୁ ଗୋଟିଏ ଶାସକ ଦିଅନ୍ତକ୍ସ୍ଟ। ଆମ୍ଭମାନଙ୍କୁ ଶାସନ କଲାଭଳି ଯାହା ଅନ୍ୟ ଜାତିମାନଙ୍କର ଅଛି।
