പിന്നെ ഹാമാൻ അഹശ്വേരോശ്രാജാവിനോടു: നിന്റെ രാജ്യത്തിലെ സകല സംസ്ഥാനങ്ങളിലുമുള്ള ജാതികളുടെ ഇടയിൽ ഒരു ജാതി ചിന്നിച്ചിതറിക്കിടക്കുന്നു; അവരുടെ ന്യായപ്രമാണങ്ങൾ മറ്റുള്ള സകലജാതികളുടേതിനോടും വ്യത്യാസപ്പെട്ടിരിക്കുന്നു; അവർ രാജാവിന്റെ പ്രമാണങ്ങളെ അനുസരിക്കുന്നതുമില്ല; അതുകൊണ്ടു അവരെ അങ്ങനെ വിടുന്നതു രാജാവിന്നു യോഗ്യമല്ല.
