ಅಗಲದಲ್ಲಿ ಮಿಕ್ಕ ಐದು ಸಾವಿರವೂ ಇಪ್ಪತ್ತೈದು ಸಾವಿರಕ್ಕೆ ಎದುರಾಗಿಯೂ ಪಟ್ಟಣಕ್ಕೆ ಸಾಧಾರಣವಾದ ಸ್ಥಳವು ನಿವಾಸಗಳಿಗಾಗಿಯೂ ಉಪ ನಗರಗಳಾಗಿಯೂ ಸಾಧಾರಣವಾದ ಸ್ಥಳವಾಗಿರಬೇಕು; ಪಟ್ಟಣವು ಅದರ ಮಧ್ಯದಲ್ಲಿರಬೇಕು;
