ಆದರೆ ಸುತ್ತಲೂ ಗೋಡೆಗಳಿಲ್ಲದ ಹಳ್ಳಿಗಳಲ್ಲಿಯ ಮನೆಗಳು ದೇಶದ ಭೂಮಿಯೊಂದಿಗೆ ಲೆಕ್ಕಿಸಲ್ಪಡಬೇಕು. ಅವುಗಳಿಗೆ ಬಿಡುಗಡೆ ಇರಬೇಕು; ಸಂಭ್ರಮ ವರುಷದಲ್ಲಿ ಅವು ಬಿಡುಗಡೆಯಾಗಬೇಕು.
