સૈન્યોનો દેવ યહોવા કહે છે, હવે તું યાજકોને આ પ્રશ્ર્નનો નિર્ણય કરવાનું કહે કે,

આપણે જે સત્યનો ઉપદેશ આપીએ છીએ તેનું તે પોતે પણ વફાદારીપૂર્વક પાલન કરતો હોવો જોઈએ. તે વડીલમાં સારા કે શુદ્ધ ઉપદેશ દ્વારા લોકોને સહાય કરવાની ક્ષમતા હોવી જોઈએ. જે લોકો સાચા શિક્ષણથી વિમુખ હોય તેઓ ખોટા છે, એવું તેઓને સ્પષ્ટ કહેવા શક્તિમાન હોવો જોઈએ.
