આથી ત્રીજા એટલે કે સીવાન મહિનાના, ત્રેવીસમા દિવસે રાજાના મંત્રીઓને બોલાવવામાં આવ્યા અને બરાબર મોર્દૃખાયના કહેવા પ્રમાણે યહૂદીઓને લગતો એક હુકમ હિંદુસ્તાનથી તે કૂશ સુધીના એકસો ને સત્તાવીશ પ્રાંતના સૂબાઓ, રાજ્યપાલો, અને અમલદારોને તે પ્રાંતની ભાષાઓમાં અને લિપિમાં, તેમજ યહૂદીઓની ભાષા અને લિપિમાં લખાવવામાં આવ્યો.
