આ સમય દરમ્યાન કૈસર ઓગસ્તસે હુકમનામું બહાર પાડ્યું કે જે દેશો રોમન શાસન હેઠળ છે તે સમગ્ર રાજ્યની વસતી ગણતરી કરવામાં આવે. એ હુકમનામા અનુસાર બધાજ લોકોએ પોતપોતાના નામ રજિસ્ટરમાં નોધાવવાનાં હતા.
