અને કાયદાનો અમલ થતો નથી, તેથી કદી અદલ ન્યાય મળતો નથી; સદાચારી લોકોને દુષ્ટ લોકોએ ઘેરી લીધા છે; તેથી કુટિલ ન્યાય થાય છે.
