શહેરમાં કદાપિ અશુદ્ધ પ્રવેશ કરશે નહિ. જે વ્યક્તિ શરમજનક કાર્યો કરે છે અથવા જૂઠું બોલે છે તે આ શહેરમાં પ્રવેશ કરશે જ નહિ. ફક્ત તે જ લોકો જેઓનાં નામો હલવાનના જીવનના પુસ્તકમાં લખેલાં છે તેઓ જ પ્રવેશ કરશે.
